治理视域下我国现代大学制度改革研究

现代大学治理是用来协调现代大学各个利益相关者包括政府、学校、教师、学生等之间关系的相互协调的、非正式的动态机制,这种机制能够有效地保障现代大学为社会培养所需要的人才,以提升其价值。科层式大学治理模式从政府的角度来理解大学治理,政府对学术自主进行干预;市场式大学治理则引入市场机制,从自组织网络来理解大学治理,但易产生市场本位的趋向,会对学术自由和大学自主构成危害。而试图整合这两种治理模式的网络式治理模式,为我国现代大学制度改革提供了有益的启示。基于此,我国现代大学制度改革应该遵循现代大学制度自身发展规律,扩大大学自主办学的权力,助推大学行为与市场对接,提高大学现代化管理水平。

Modern university governance is used to coordinate the various stakeholders including government, school, teacher, student and the relationship between informal dynamic mechanism of mutual coordination. This mechanism can effectively guarantee the modern university needed talents for the society, in order to enhance its value. Division layer type university governance mode understands the university governance from the angle of the government. Government in- tervention, academic autonomy market type university governance, introduction of market mechanism, understanding the university governance from the network are easy to produce the market standard trend and will pose a hazard to academic freedom and university autonomy. Integration of these two kinds of governance model of network governance has provided the beneficial enlightenment for our country reform and university system. Based on this, the modern university system reform should follow the rules of the modern university system development, expand the independent running power of the university, promote the link of the university behavior and the market, and raise the managing level of the university.
