城镇化进程中的阜南县农村土地流转探析

Analysis of Rural Land Usage Transfer in the Process of Urbanization in Funan County

加速土地流转就是指加速土地由细碎化经营到成片的规模化经营的转变。为了加速土地流转,基于对安徽省阜南县土地流转的调查与实证研究,了解到农村承包地土地流转中存在不公平现象、种粮大户的发展受到许多因素的制约等问题。对安徽省阜南县农村土地流转进行理论探析,论述了安徽省阜南县农村土地流转的条件,土地流转的理论模型即博弈模型等;提出加速土地流转的政策建议:政府要完善农村土地流转的金融支持,农村的宅基地实行市场化,促使农户向非农户转移,优化向非农就业户转移的途径,政府要尽力解决农村土地流转中的不公平问题,农业保险保障制度要健全,要发展多样化的农村保险业。

Accelerating land usage right transfer refers to accelerating its transformation from the land thin fragmentation management to the large-scale one. The research goal is to speed up the land usage right transfer. With the investigation and empirical research of Funan County＇s land usage right transfer in Anhui Province, problems have been found like existence of unfair phenomena, and development restrictions on families of large-scale planting crops. The theoretical analysis has been made on the condition of Funan County＇s countryside land usage right transfer in Anhui Province, the theoretical model of the land usage right transfer （ the gambling model） and so on. The policies for speeding up the land usage right transfer are suggested like the following： the financial support of the government should improve the usage right transfer of rural land; the countryside land for building new houses should be on the open market to urge the peasant household to change into the non-peasant one; transfer from agricultural employee to non-agricultural one should get optimized; agricultural insurance security system should get perfected to develop diversified insurance industry in the rural area.
