日照市农村居民点整理运行机制探究

Operating Mechanism of Rural Residential Land Consolidation in Rizhao City

首先给出了日照市农村居民点用地现状,对2003～2012年日照市农村居民点用地变化从数量和区域差异上进行分析,在此基础上指出了存在的问题;重点分析日照市农村居民点整理的主要运行机制:政府主导型、企业主导型、村集体自主型.不同的运作模式中农村居民点整理的承担角色不同,适用的对象不同,具有明显的地域性、差异性,因此,应因地制宜选择合适的运作模式.

Based on the current situation of rural residential land in Rizhao City, the quantity change and regional difference of rural residential land use is firstly analyzed from 2003 to 2012, and some existing problems are pointed out. Then, the analysis is focused on the current main operating mechanism of the rural residential areas in Rizhao, such as the government-led mode, enterprise-led mode and village collective autonomy mode. It is found that rural residential land consolidation shows different undertaker and suitable objects, which ap- parent regionalism and differences in different operating modes. Therefore, the operation mode of rural residential land consolidation should be selected adaptively according to the actual local situation.
