日本自图谋对华侵略后,对中国经济重心所在的沪苏杭地区一直抱有野心。甲午战争后,其有机可乘,对上海江河海航运咽喉之地吴淞的觊觎,在苏州、杭州设立日租界和染指江南内河航运经营等,都是其侵略图谋的具体表现。
