智库的独立性与资金支持——以德国为例

On Independence and Financial Support of Think Tanks: the Case of Germany

本文以德国的学术型智库、拥护型智库和政党智库为考察对象,分别阐述了智库与国家创新体系、个人利益和政党之间的密切联系。德国智库可供对中国智库借鉴的是增强智库的独立性并加大对学术型智库的财政支持,以减少不同类型智库间的资金竞争。

The Three types of German think tanks, which are academic think tank, advocacy think tank and political party think tank, represent and illustrate their respective relevance with national innovation systems, private interest and political interest. Based on a German perspective, the author reckons that the lesson China think tanks could learn is to strenglhen the independence of think tanks and increase financial support to academic think tank to lessen fund eompelition between different types of think tank.
