邓小平政党观是邓小平关于政党问题的系列观点或观念的总和,是邓小平理论的有机组成部分,是第二代中国共产党人集体智慧的结晶,是邓小平时代中国社会的核心政党观,其本质是马克思主义政党学说的新发展。邓小平的政党观是围绕坚持和改善党的领导,围绕无产阶级政党科学执政、民主执政、依法执政、有效执政这一特定主题进行逻辑运演、加工、改造和科学抽象的结晶。它由政党执政本体论,即无产阶级政党是什么样的党;政党执政实践论,即无产阶级政党如何执政;执政党建设论,即无产阶级执政党自身怎样建设三大部分构成严密的逻辑结构。从理论上看,它是对中国社会特定生产力发展要求的回应、是对中国共产党执政实践经验的科学概括,是对特定历史和时代环境的反映,是对国际共产主义运动经验教训的科学总结。

Deng Xiaoping＇s outlook of political party is the summary of a series of viewpoints or ideas on political party theory, is an important component of Deng Xiaoping Theory, is the crystallized, collective wisdom of the second generation members of Communist Party of China, is the China＇s core outlook of political party during the leadership of Deng Xiaoping, and in essence is the new development of Marxist political party theory. Deng Xiaoping＇s outlook of political party evolves on the upholding and improving the leadership of party, and it is the crystallization of logical performance, process, transformation and scientific abstraction evolving on the specific theme of proletarian party of governance in scientific, democratic, law-based and effective direction. This outlook contains three logic structures, they are respectively ontology of ruling party （what the proletarian party is）; practice of ruling party （how the proletarian party rules）; and construction of ruling party （how the proletarian party to constructs itself）. Theoretically, it is the echo of the demand of the specific productivity＇s development, the scientific construction of practical governance of the Communist party of China, the reflection of specific historic and epoch environment as well as scientific experience summarization of the International Communist Movement.
