收入非均等贫困指数及其社会秩序风险测度研究

Research on Poverty Index of Income Inequality and Social Order Risk

社会秩序风险测度是创新社会治理体制、构建社会生态秩序文明的重要基础。文章以贫困程度划分出收入高低两个梯度,依据收入低梯度之下非均等易引发社会秩序风险的理论前提,结合基尼系数和贫困收入指数提出"收入非均等贫困指数"的概念及数理模型。研究发现,收入非均等贫困指数与社会秩序高、中、低风险均具有显著相关关系,降低"收入非均等贫困指数"对促进经济增长和社会稳定具有重要推动作用。文章建议构建以"收入非均等贫困指数"为核心的风险预警机制,以减贫为重点,适度降低收入差距,逐步完善社会保障体系,带动社会治理创新和社会生态秩序文明建设。

Social order risk's measuring is an important foundation for innovating social governance system and civilisation of social ecological order.High and low gradient are divided according to poverty level.Based on the theoretical premise that 'income inequality under the low-gradient' easily lead to social risk,the paper puts forward the concept of 'poverty index of income inequality' and its mathematical model by combining Gini Coefficent and 'poverty line index'.The study finds that there are significant correlation and regression relationships between 'poverty index of income inequality' and social order risks,while lowering 'poverty index of income inequality' will promote economic growth and social stability.We suggest that we should build a risk pre-warning mechanism centred on 'poverty index of income inequality' and reduce the income gap moderately by focusing on poverty reduction.It also needs to gradually improve the social security system to promote social governance system's innovation and civilization of social ecological order.
