摘要
排污权交易是控制环境污染非常重要和有效的环境经济手段,论文首先从产权、公共事务民主治理以及环境库兹涅茨曲线(EKC)这三个角度论述了公众、政府、企业三方共同参与排污权交易的依据;运用环境经济学的方法论证了三方的共同参与能有效解决排污权市场失灵的问题,使排污权价格能实现地区整体企业成本一效益的最优化;最后,阐述了如果政府和公众能参与到排污权市场的交易,就可以改变地区污染物的排放总量或影响排污权交易,从而提高各自的满意度。
The emissions trading is an important and effective means to control the environmental pollution. This paper firstly discusses the ground of jointly participation of the public, government and enterprises in emissions trading from the perspectives of property right, democratic administering of public affairs and the positivism analysis of Environmental Kuznets Curve. In addition, the paper demonstrates that the jointly participations of the public, government and enterprises could effectively solve the marketing dysfunction of emissions trading based on proof of environmental economics, which maximize the cost-effectiveness of enterprises by optimizing the price of emissions permit. At last, it shows if it is possible to join in the trading of emissions marketing, government and the pubiic could change emissions volume or influence the emissions trading, and increase the satisfaction of each other.
