Governance of Overall Urban-Rural Education Plan:Concept and Theoretical Framework

摘要 城乡教育统筹治理是在统筹治理理念与方法论的指导下,在城与乡、城与城中乡两个空间维度,通过过程性手段的统筹治理,使受教育机会、教育过程、教育结果等方面达到城乡均衡和城乡一体化。其关键主体是政府,价值追求是教育公正的发展,目标是城乡教育的"善治",工具有制度变革和教育政策革新,内容包括教育系统内部和教育系统与社会系统间的统筹治理。 Governance of overall urban-rural education plan (GOU) means that, under the guidance of the idea and methodology of governance of overall plan, overall considering the two spatial dimensions of urban and rural, urban and rural in urban, through the processed governance of overall plan in educational opportunity, process and result, the balance and integration of urban-rural education are achieved, GOU's key subject is the government, the value pursuit is the fair development of education, the goal is "good governance" of the urban-rural education, the main tools are the institutional changes and innovations of education policy, and the content includes the governance of overall plan education system internal, between education system and social system, and to education system internal.
