The implementation of soil and water conservation engineering of water source areas in Shaan ’xi Province has had a profound impact on economy, society and ecological environment. As an important work of grass-roots government, soil and water conservation project controls the water source areas of non-point source pollution, improves the ecological environment of the water source areas, and promotes the main forest industrial structure strategic adjustment. Soil and water conservation of Middle Route of South-to-North Water Diversion Project has improved public trust in government at grass roots in three aspects：the government＆#39;s affinity, the service ability of government, and the government executive ability.
