宁夏科技成果转化专项实施成效与优化管理研究

A Study on the Implementation Effect and Optimization Management of Special Fund for Science and Technology Achievements Transformation of Ningxia

基于科技计划绩效评价的视角对"宁夏科技成果转化专项"设立以来的实施成效进行客观评价,通过案卷研究、实地考察、座谈交流等途径对专项资助的科技成果转化项目进行跟踪调查,在获取大量第一手资料的基础上对项目关键数据进行提取与统计,根据统计结果,从立项情况、产业领域、实施主体、经费来源等方面梳理并分析了专项的总体实施情况,总结了具有推广和借鉴意义的若干实践经验,同时深入剖析了专项实施过程中在资金投入、项目绩效和管理方式等方面存在的突出问题,并提出了优化管理的对策建议。

From the perspective of S＆T project performance evaluation ,the paper objectively evaluates the implementation effects of the special fund for science and technology achievements transformation of Ningxia since it was established .By ways of documents study ,field investigation and discussion ,the science and technology achievements transformation projects supported by the special fund are evaluated .After collecting a great deal of first-hand information ,the key data are extracted and accounted .According to the statistical results ,the overall implementation of the special fund is combed and analyzed;some practical experiences with promotion and reference significance are summarized; the existing outstanding problems concerning the fund investment ,the project performance and management style are discussed; and then the corresponding countermeasures and proposals for optimizing management are put out .
