教育公平视角下我国流浪儿童教育问题的探析 被引量:1

摘要 徘徊在社会边缘的流浪儿童,处处受到排挤和不公正的待遇,在义务教育面前也不例外。我国义务教育制度要求所有适龄儿童都平等地享有受教育的权利,但是,由于流浪儿童的特殊性,流浪儿童在教育公平面前却陷入了重重困境。表现在平等教育权利缺乏保障措施,教育资源未能体现合理配置以及补偿性的教育机会明显不足等方面。保障流浪儿童平等地接受义务教育,既是教育公平的要求和体现,又是全面落实和贯彻义务教育制度的迫切性的要求,既有利于推进社会的公平建设,维护社会的稳定,又有利于进一步推进我国义务教育制度的建设,具有重要的社会意义。 Street children who wander in the edge of the society, are treated unfairly everywhere and discriminated, and no exception at the compulsory education. Although all school-age children are required to have the equal right to receive education by the system of compulsory education in our country, the street children have trouble in getting access to education equally, due to their particularity. The problem of street children affected by the compulsory education system in China, are especially manifested in the lack of measures to ensure equal education rights, the unreasonable allocation of education resources, the inadequate opportunities of compensatory education and so on. It is not only the requirement and reflection of the education fairness, but also the urgency to implement the compulsory education system to protect street children to receive compulsory education equally, which is helpful to promote the fairness of society, maintain the social stability and advance the construction of compulsory education system.
