摘要
粤港高校合作办学虽然有着一定的地缘人缘等良好的外部条件,但仍旧面临文化、制度、政策法规等诸多方面的限制。在能否下放合作办学监管权限、允许港校到内地独立办学、给予合作办学机构"国民身份"待遇等问题上,不论是办学主体还是监管主体都处于困境与两难境地。
University cooperation in running schools between Guangdong and HK has certain good external geographical and popular conditions, but still face many limits such as culture, system, policies and regulations, therefore rtmning subjects and regulatory agencies are all struggling with the dilemma in many aspects, such as delegating regulatory power to local governments, allowing universities in HK self-governed running schools to Guangdong, Giving the cooperative institutions treatment as “national identity”, and etc.
