新农合制度运行中的问题及对策研究

The Study on the Problems and Countermeasures of NRCMS

自2003年以来,新型农村合作医疗(简称新农合)制度已经运行了10年。这一制度基本上实现了地域和人群范围的全覆盖,已经得到广大农民的广泛认可和参与。但这一制度在运行的过程中也显现出一些亟待解决的问题,农民对新农合制度认识不足、资金管理不规范、参合农民受益面小、医药费用高以及基层卫生资源短缺等仍比较突出。通过对上述问题及其原因的分析,提出了一系列相应的对策建议:进一步加强对新农合制度的宣传,建立健全基金管理制度,扩大参合农民收益面,多途径降低医药费以及改善农村医疗条件,从而使这一利国利民的社会保障制度在改善民生方面发挥更大作用。

The new rural cooperative medical system （ hereinafter referred to a unified NRCMS ） has run for ten years since 2003 .It provides all round health insurance for the enrollees , and receives the farmers recognition and partic-ipation.But there are some problems demanding prompt solution in the system operation process .The problems, such as farmers ‘low degree of understanding to the system , the bad capital management , the lack of benefits for participants , the rising medical expenses , and the deficiency of primary medical facilities are still outstanding . Through analyzing the problems and their causes above , this article puts forward countermeasures and suggestions to make up for the defects in the system： enhancing the policy advocacy efforts , strengthening the system of capital management , expending the benefits for participants , controlling the medical expenses and improving the primary medical facilities so as to promote the new rural cooperative medical system .
