信息采集、管理、发布是构建城乡一体化信息管理系统的基础,也是系统稳健运行的关键.在信息采集方面,针对城乡信息化差异和采集人员素质的差异,提出了以"99制"格网为基础、以手机为媒介的采集方法;在数据管理和信息发布方面,提出基于云计算技术的数据存储策略和更新机制,以及面向公众的信息发布方法.运用这些关键技术,结合城乡区域实际情况,进行城乡一体化信息管理系统原型设计,并阐述了数据采集、业务处理流程.

Information collection,management and publishing are not only the foundation of constructing urban and rural integrated information management system,but also the key to stable operation of the system.In terms of information collection,it should be considered that the level of rural information technology is lower and information collection persons in rural areas are with low education level.A mobile phone based data collection method is put forward.In data management and information release,data storage strategy and update mechanism based on cloud computing technology and public oriented information release method are put forward.In combination with the actual situation of urban and rural regions,the prototype design of urban and rural integrated information management system is made,data collection and business processing flow are described in detail.
