集体林权制度改革是我国农村经营体制一项深刻而又复杂的重大变革,事关农民的切身利益,事关经济社会发展,事关生态文明建设。集体林权制度改革调动了全社会发展林业的积极性,促进了绿色增长,推动了可持续发展。本文对自贡市集体林权制度改革存在的问题进行分析,提出改革对策,以期促进集体林权制度改革。

The reform of collective forest property right system has been considered as a profound and complex reform in rural management system. The significant reform is closely related to the immediate interests of the farmers, is closely connected to economic and social development, and even concerns ecological civilization construction. Moreover, it aims at mobilizing enthusiasm of developing forestry in whole society, accelerating the green growth, and promoting the sustainable development. Therefore, the thesis mainly analyzes some existing problems of collective forest property right system reform in Zigong and puts forward effective countermeasures in order to promote this reform.
