摘要
低碳电力发展的内在要求及智能电网建设的全面推进有利于推动分布式发电规模化发展,然而在分布式发电项目市场化推进过程中将面临多方面的不确定性因素。为明确分布式发电投资面临的风险,服务于分布式发电相关保障策略的制定,从政策法规、市场环境、相关利益者、技术设备、运营管理等5个方面详细分析了分布式发电项目投资的风险,并提出了风险评价体系及风险应对策略,最后从外部监管、市场运营、相关利益者等几个方面分别探讨并提出分布式发电商业投资的保障机制建议。
The inherent requirement of low carbon electricity promote the large scale development of distributed generation (DG) and the comprehensive construction of smart grid can However, there will be many uncertainty factors in the marketization progress of DG. To identify the investment risk of DG, and contribute to DG guarantee mechanism-making, the investment risk was analyzed in detail from five aspects, including policies and regulations, market environment, related stakeholders, technical equipment, operation management. Then the risk evaluation index system and coping strategies were proposed. Finally, the relevant suggestions of DG investment guarantee mechanism was also proposed from external supervision, marketing and stakeholders.
