摘要
文章是在经济全球化和国内事业单位进行分类改革的宏观环境下,以及法定计量技术机构面对法定义务与市场需求如何寻求发展的微观背景下,在法定计量技术机构监管工作实践中,为了改变只有考核单一监管模式的不足,提出对法定计量技术机构进行分级评定。主要对法定计量技术机构分级评定方法及可行性进行介绍,结合实例对法定计量技术机构进行分级评定。在分级评定指标权重获取的思路方面进行创新,突破传统的主观打分法,采用AHP、熵权法组合赋权方法降低主观权重的影响,提高分级评定结论的可靠性。
With the macro environment of economic globalization and domestic classiifcation reform of public institution, and in the micro background of the statutory measurement technology institutions seek to develope when face legal obligations and the market demands,and in the statutory measurement technology supervision practice, in order to change only the lack of a single regulatory approach, this paper puts forward grading evaluation of statutory measurement technology.This paper mainly introduces the Legal Institute of Metrology and the feasibility of the classiifcation method, with examples for classiifcation of Legal Institute of metrology. The main innovation of this paper is classiifed evaluation index weight gain ideas for innovation, break through the traditional subjective scoring method, this paper adopts AHP, entropy weight method of combination weighting method to reduce the inlfuence of subjective weight, improve the reliability of the classiifcation results.
