Comparison of Two Kinds of American Public Library Evaluation Systems

HAPLR与LJI是目前美国应用较多的公共图书馆评价体系,作者利用比较分析法对其进行了研究,发现二者虽然采用的数据来源相同,但因其价值取向不同,所采用的框架、指标及其权重值的设定均存在一定差异,各有特点,如HAPLR采用的分组评价方式合理,评价结果易于计算,而LJI的指标设置更贴合现实需求等。作者通过分析后得出以下结论:美国公共图书馆评价对图书馆及其联盟机构的促进作用明显;美国公共图书馆评价的重心走向应用和影响。

Objective HAPLR and LJI are two sets of widely used public library evaluation systems. By using comparative analysis on the research, the authors find that their frameworks, index and weights are somewhat different. Each one has the characteristics that distinguish from the other. For example, the grouping evaluation method of HAPLR is reasonable, and its evaluation score is easy to calculate. Whereas the index setting of LJI is in accord with the actual demands to a greater extent, etc. After analysis, the authors make the following conclusions： the development effect of American public library evaluation is obvious; the focus of public library evaluation in the United States tends to the effect of utilization.
