在经历了项目付费、定额付费方式后,2008年以来东莞市与定点医疗机构在住院和门诊统筹上均采用"资源配置型总额预付"方式,在制度和管理上抑制了医疗机构为得到最大结余而故意提供服务不足的弊端,对单纯总额预付方式进行了创新和改进。

After the practice of fee-for-service payment and capitation payment, Dongguan has adopted the way of “Global Budget in Resource Allocation” to arrange hospital and outpatient funds in the specified medical institutions since 2008. It has greatly prevented medical institutions, both in the aspect of system and management, from deliberately providing insufficient service to get maximum balance;and has brought creation and improvement for global budget.
