张家港市城乡一体化实践探析

Research on the Theory and Practice in the Integration of Urban and Rural Health Care Insurance——Taking ZhangJiakou as an Example

张家港市从2008年起推进医疗保险城乡一体化建设,实现新农合、城镇居民基本医保、城镇职工基本医保整合。目前参保人数103.2万,覆盖率达99.6%,构建了政策框架一致、经办流程一致、管理制度一致、信息结报平台一致的社会基本医疗保障体系,基本实现城乡居民平等共享社会基本医疗保险。

Since 2008, Zhangjiagang has begun to push forward the integration of urban and rural medical insurance, and has gradually made new rural cooperative medical insurance, basic medical insurance for urban residents and basic medical insurance for urban workers integrated. Now, in Zhangjiagang, the people joining the medical insurance has reached the number of 1.032 million, with the coverage rate as high as 99.6%. The social basic medical insurance system, which is consistent with the policy framework, handling process, management system and information sharing, has been built up, and has basically achieved the goal of sharing the social basic medical insurance equally by the urban and rural residents.
