淄博市在实施医疗保险政策过程中,合理设计起付线、共付比例、封顶线"三条线"标准,推行付费方式改革,建立合理的医疗费用负担机制,对控制医疗费用不合理增长、提高医疗保障绩效、促进制度可持续发展具有重要作用。

In the process of implementing the policy of Health Care Insurance in Zibo City, through the rational design of the payment “lines” in three aspects, such as starting line, proportion for sharing and top line, the payment reform in medical care has been implemented .and a reasonable medical expenses sharing mechanism has been established As the results, it has played important role on controlling unreasonable growth of medical expenses, improving medical security performance, and promoting sustainable development of the system.
