龙岩市2012年启动城镇居民重特大疾病医疗保障制度。该市坚持在基本医疗保障框架内解决重特大疾病患者医疗保障问题,坚持保障水平与家庭收入挂钩,将重特大疾病医疗保险和社会救助相结合,将基本医保与商业补充保险相衔接,简化程序,方便群众,有效提高了基金的安全使用效率。
