基于国情的我国证券内幕交易防控体系构建

Establishing Insider Trading Precaution System of Security Based on the Chinese National Condition

证券市场内幕交易,不仅殃及广大投资者的利益,而且严重阻滞着我国证券市场乃至整体经济的健康发展。按照系统论原则,从法制、组织、技术、群防群治等角度,提出构建具有中国特色的、与证券市场的诚信体系于一体的内幕交易综合防控体系,以实现证券市场参与者利益的纳什均衡和资本市场的帕累托最优的内幕交易监管目标。

The ever intensifying insider trading not only the affects investors’interests, but also seriously blocks the development of Chinese security market and the overall economic health. Regarding this, according to the system theory, based on the view of laws, organization, technology, mass, this paper puts forward that it is necessary to establish a system with Chinese characteristics to prevent and control insider trading, in order to achieve the interests of participants’Nash equilibrium in securities market and Pareto optimal regulation goals of inside traders.
