摘要
世界范围内医学院校的分布状况显示,全球医学教育资源分布严重失衡,发展中国家医学人才普遍不足。而医学人才由发展中国家向发达国家流失,导致这一问题更加严重。依据世界卫生组织的医疗人员国际招聘全球行为准则,探讨世界各国控制医学人才流失的相关对策及策略,将有助于开展我国控制医学人才流失的对策及策略研究。
The allocation of medical schools around the world demonstrates severe geographical imbalances in the distribution of medical education resources, especially a widespread shortage of medical personnel in developing countries. Nowadays, this situation is getting even worse as medical human resources tend to flow from developing countries to developed countries. Drawn upon the global code of practice on the international recruitment of health personnel issued by WHO, the paper analyzes the retention measures and strategies for medical human resources in other countries and discusses their implications for China.
