摘要
城市结构优化对雾霾治理(环境治理)具有重要意义。内生于民众自身的"逆城市化"运动是促成城市结构优化的重要因素。我国现有的制度条件障碍了"逆城市化"的发展,进行宅基地使用权制度改革以推动其发展,将十分有利于我国的雾霾治理(环境治理)。
Optimization of city structure plays an important role in smog governance （environment governance）.＂Counter-urbanization＂ campaign that is original from people themselves is an important factor to prompt the city structure.The existing system of China hinders the development of counter-urbanization,we should change the rural residential land use right and make it beneficial to smog governance （environment governance）.
