城乡一体化背景下的土地整治策略研究——以广西桂平市为例

Study on Land Consolidation Strategies under the Background of Urban-Rural Integration—A Case Study of Guiping in Guangxi

在城乡一体化建设的战略背景下,土地整治逐步成为协调城乡用地结构和布局的重要手段,并由单纯的补充耕地向建设性保护耕地与推进新农村建设和城乡统筹发展相结合转变。该研究以广西壮族自治区桂平市为例,对该区域土地利用现状及整治潜力进行分析,剖析城乡发展一体化进程中土地整治面临的新形势,从土地整治模式、管理体制、融资渠道、土地整治激励机制、加强公众参与和生态环境保护等方面提出相应的策略。

As the strategic background of urban-rural integration,land consolidation is gradually becoming an important means of coordinating the structure and layout of urban-rural land use,and it is transforming from a single supplementary cultivated land to the combination of constructive protecting arable land and promoting the new rural construction and urban-rural coordinative development.Taking Guiping City as an example,regional land use status and potential consolidation were analyzed,then the new situation under the background of urban-rural integration was studied.Several countermeasures were put forward from aspects of land consolidation mode,management system,financing channel,land consolidation incentive system,strengthening public participation and eco-environment protection.
