Through market investigation,the paper analyzes the application status of contract energy management in domestic public building, summarizes factors leading to contract energy management implementation failures,such as weak energy-saving company strength,lacking policy and law support,narrow energy-saving broadcasting scope and energy-saving funding handicaps and so on,and puts forward measures and sug-gestions of promoting domestic contract energy management mechanism in public building development.
