摘要 一、“快车道”计划产生的背景及简介 学校自治是当代英国教育改革的一项主要内容。1988年的教育改革法规定，凡是200人以上的学校均有权自主决定如何使用地方教育当局提供的财政资源。同时，公立学校还可以脱离地方教育当局的控制，成为“直接拨款公立学校”(the Grand Maintained School)。此外，地方教育当局应将其预算经费的85％和各种人事管理权直接下放到学校。这一切都表明，虽然英国政府加强了对……
