The campaign of rational proposal which organized by trade unions is an effective mode of motivating employees＇ creative vitality and enhancing innovations in SOEs. It is important to improve the staff quality construction programme through building up the stage of innovation for workers and staff. It will strengthen the upgrade of products and technology progress, so as to promote the core competitiveness of SOEs.
