通过对医疗机构和参保人各类不规范行为分析,借鉴国内先进监管经验,提出医保经办机构对医疗服务行为事前、事中、事后"三位一体"的监控模式和相关建议。

By analyzing the irrational behavior of healthcare providers and the insured persons, and based on the advanced domestic and international experience, we put forward the suggestion of three-stage model for the medical insurance agency to monitor the healthcare providers’ behavior, which can help reaching the goal of control the increasing of healthcare expenditure.
