摘要
改革开放以来,中国政府在加强行政决策责任制度建设方面取得重要进展,但仍然存在行政责任主体范围模糊、责任内容亟待明晰、评估体系配套性弱,以及实际追责缺乏刚性等缺陷。因此,行政决策责任终身制是国家治理体系现代化的重要环节,是完善责任制度的必然方向,是向责任制政府转型的必然路径,是倡导廉政勤政文化的本质体现,是提升行政决策效率的内在要求,是加强公务人员作风建设的有效方法。实施行政决策责任终身制应当是下一步深化行政管理体制改革的重要方面,这对增强党和政府的执政能力、执政合法性,实现国家治理体系的现代化,树立负责任大国形象都具有重要的积极意义。
Abstract: Since the introduction of reform and opening up, Chinese government has made important progress in institutionally strengthening the responsibility system for administrative decision-making. But some shortcomings still exist, for example, the scope of administrative responsibility subjects is unclear, specific responsibilities need to be clarified, the supporting evaluation system is weak, and the actual accountability regulation is not rigid enough. Therefore, the life-long responsibility system for administrative decision-making is an important part of the modernization of nationa/governance system; the inevitable direction that should be adhered to for improving the responsibility system; the inevitable path for transitioning to a responsible government; a reflection of the efforts to build an honest, clean and diligent government; the internal requirement for promoting the efficiency of administrative decision-making; and an effective method to improve the work style of civil servants. Impiementing this system should be an important aspect of deepening reform of the administrative system in the next stage. It has positive significance for enhancing the governing capability and ruling legitimacy of the Party and government, modernizing the national governance system and creating China's image as a responsible great power.
