The ecological capital operations in the perspective of Externalities

随着经济社会的高速发展,资源环境与经济发展矛盾日益加剧,生态环境受到严重破坏,探讨如何推动生态经济的可持续发展已迫在眉睫。立足国内外已有的相关研究,基于经济学外部性理论,分析生态资本运营过程中的外部性现象,指出外部性的存在会影响行为主体生产和消费活动的可持续性,引起生态资源供需不平衡。应通过构建政府和市场的生态补偿机制,促使生态资本外部性向"内部化"转化,以促进生态经济的可持续发展。

Along with the rapid development of economy in China, conflicts between limited natural resources and e-conomic development have been intensifying. Therefore, it is urgent to find out how to promote the sustainable develop-ment of ecological economy. Based on the theory of Externalities and other existing researches, this paper analyzed the phenomenon of Externalities in the ecological capital operations. It found that Externalities would influence the sustainabil-ity of production and consumption of economic agents, and cause an imbalance between supply and demand of ecological resources. The government and the market should establish the eco-compensation system to internalize the Externalities, thus promote the sustainable development of ecological economy.
