当前农村村委会选举情况透析——以浙中某村为样本的调查和分析

总体而言,当前的村委会选举基本步入法律化、制度化和规范化的轨道,一个自由、公平、规范的村委会选举制度正逐步成型。以浙中某村为样本的实证分析显示,村委会选举的提名过程呈现出明显的民主化趋势,尤为体现在初步候选人的提名和确定上,党支部或上级领导较少对选举提名指定;村委会选举逐步程序化和制度化,一系列规范的选举方法得到采用;村委会主任及村委会委员基本为差额选举,选举大多实行了公开计票,并在选举时设立了秘密写票处;村民参与选举活动的程度较高,其在村委会选举中的基础性地位得到体现;拉票现象普遍存在,且多采用给予物质利益的方式;村委会选举得到了选民的高度评价,村委会选举的理念正在深入人心。

Based on the questionnaires of farmers in the middle of Zhejiang ,the paper statistically analy-zes the village committee elections and the basic conclusion is ：the nomination of the village committee elections shows a trend of democratization ,particularly reflected in the initial nomination and confir-mation of the candidates with fewer nominations from Party branches and superiors .Now the village committee election is becoming more and more standardized and regulated by procedures .They basi-cally have multi-candidate elections for the village head and committee members .T he election is con-ducted by secret ballot and open vote -counting and more villagers participate in elections and play a basic role in village elections .Though canvassing widespreads usually with material benefits given to voters ,voters highly praise these village committee elections .Generally speaking ,the current village elections are on the way to legalization ,institutionalization and standardization and free ,fair and standardized village committee elections are gradually forming .
