All the existed problems of privately - run college library in post occupancy evaluation era can be derived from the funds. New solutions such as using national positive policies and code to restrain the investment behaviors of the owner and to expand the investment from external and enhance the internal managements to improve the efficiency of capital utilization are explored to strengthen the construction of library funds. 9 refs.
