总结近年来贵州小型农田水利建设专项资金投入情况,从省、地两个纵向层面和地区之间的横向层面对全省、地区之间的发展水平以及各地区各指标的差异进行了分析,并就小型农田水利建设部分指标达标情况、地域差异进行了总结。在建设与管理体制创新研究方面,重点讨论了资金投入机制和建设管理模式,同时对今后小型农田水利建设规划、方案设计存在的问题进行了宏观探讨,以期对今后小型农田水利建设发展决策提供参考。
