随着世界经济一体化及信息产业的发展,日本正在建构新的技术人才培养体系。职业能力开发大学校在日本社会转型期现代职业教育体系建构中占有独特的地位。其主要职能为:注重开展面向中小企业的社会服务与科学研究;开发"代替在职培训(On the Job Training,简称OJT)方式的教育体系",以培养多种类型的实用人才;不仅加强与职业高中特别是工业高中的联系,而且也促进与普通高等院校在学制和课程内容间的相互渗透及相互补充等。这表明今后建构公共职业训练体制在日本的人才培育体系中将占有独特的地位。

Its main functions aimed at cultivating various types of practical talents by the exploitation of the OJT education system; It not only reinforced the relationship between vocational high school and technical high school, but promoted the complement with normal institutions of higher learning in terms of academic structure and curricular content as well; It also emphasize on the launch of social service and scientific research to the medium-sized and small enterprises.
