民国时期图书馆法规中的业务管理理念研究

Research on Business Management Concepts of Library Laws and Regulations During the Period of the Republic of China

民国时期的图书馆法规是图书馆实践的重要成果,蕴含着宝贵的业务管理理念。其中,藏书建设理念注重扩大和明确图书收藏类型;业务组织理念要求细化组织分工和加强内部协作;服务均等理念强调对外开放和实行免费服务;社会教育理念重视开展推广服务、实施社会教育,并以法规的形式肯定图书馆的社会教育功能。

Library laws and regulations during the period of the republic of China were important achievements of the library practice, contained valuable business management concepts. In these business management concepts, the collection construction concept paid attention to broadening and defining the book collection type; the business organization concept asked for refining the organizational division and strengthening the internal collaboration; the equal service concept emphasized the opening to the outside world and carrying out the free service; the social education concept attached the importance to developing the extension service and implementing the social education, and affirmed the social education function of the library in the form of laws and regulations.
