摘要
详细介绍了我国农村宅基地使用权的现状,面对目前在农村出现的"空心村"、"一户多宅"等现象,对宅基地使用权市场化的可行性做了初步探讨,并用SWOT分析法分别从宅基地使用权市场化的优势、劣势、可能带来的机会和遇到的挑战4个方面进行分析。结果显示,虽然宅基地使用权市场化可能引起小部分农村居民由于出售房屋造成的"居无定所"等现象,但是宅基地使用权的市场化将促进农村土地资源配置更加合理和有效,减少资源浪费等现象,对节约和保护耕地也具有重要意义。
The current situation of China's rural homestead use right was introduced in details.Facing the phenomena of "vacant village","one household,multiple housing lands",primary discussion of marketization of rural homestead use right was conducted based on SWOT analysis.The strengths,weaknesses,opportunities and threats the marketization may bring were analyzed.The results show that although the "homeless" of small part might cause due to the sale of rural homestead,the marketization of rural homestead use right will help to optimize the land resource distribution,decrease the waste of land resources and it is also very important in protection of cultivated land.
