高校突发公共卫生事件应对研究

On Colleges and Universities' Reponses to Public Health Emergencies

在分析高校突发公共卫生事件的内涵种类和立法现状的基础上,指出高校在应对突发公共卫生事件时存在应急机制未能发挥应有作用、健康教育未能系统化、缺乏信息良性互动机制等问题。据此提出相应对策:建立健全相关法律规范;建立校园突发公共卫生事件的危机管理系统;制定切实可行的高校突发公共卫生事件处理流程与规范;加强高校健康教育。

The paper studied the content, type and legislation of a public health emergency in colleges and uni-versities, finding the problems in their responses to the emergencies, namely, their emergency mechanism failedto play its due role, their health education failed to be systematic enough, and their information interaction mech-anism failed to be a sound one, etc. Corresponding measures are thus put forward： to establish and improve rele-vant laws and regulations, to set up a crisis management system on campus for the emergencies, to formulate afeasible treatment scheme and norms for the universities to deal with the emergencies, and to strengthen thehealth education.
