State and Society:Building What Kind of Governance Order?——Based on Reflection of China's Social Administration

社会管理作为源于中国社会结构变迁的时代命题,开启了新历史发展条件下国家与社会关系的重塑进程。中国社会管理理论研究可以提炼为两大研究范式:社会治理范式和国家治理范式,其中前者是以国家和社会的二元分野为理论假设,揭示国家和社会之间的张力关系,推动社会与国家平等基础上的合作共治;基于中国复杂国情对"强国家"需要的传统与现实,后者强调在多元主义框架中实现国家对社会的控制,它所要解决的核心问题是如何在政府的控制与引导下实现社会与政府共治。分析既有理论研究集中反映出来的问题取向和不足之处,可以为政府进行社会治理体制改革与机制创新提供理论参考及支持。

The Social Administration opened the remodeling process of the relationship between stateand society under the new historical conditions of development. By combing Chinese theory of SocialAdministration, to extract the two research paradigms, namely social governance paradigm and nationalgovernance paradigm, where the former is based on a binary distinction between state and society,revealing the tension relations between state and society, promoting cooperation and governance of socialand national on the basis of equality, latter emphasizes the achievement of national control over society inthe framework of pluralism. It has to solve the core problem is how to achieve governance of social andgovernment under the government＇s control. In addition, analyze deficiencies, so as to social governancereform and institutional innovation to provide theoretical support.
