从“刘易斯拐点”看欠发达地区劳动力红利的释放——以贵州省为例

On the Release of Labor Benefits of Underdeveloped Provinces from the Views of the Lewis Turning Point:Take Guizhou Province as an Example

近年来"民工荒"现象在我国愈演愈烈,并且从沿海发达地区向内陆欠发达地区蔓延。"刘易斯拐点"是否已经来临,引起广泛热议和政策关注。虽然对我国"刘易斯拐点"是否到来仍存在争论,但部分地区已经开始积极思考如何应对拐点到来。文章以贵州省为例对欠发达地区的劳动力红利释放问题进行讨论。在对多项特征指标进行计算比对的基础上,文章推断了贵州省"刘易斯拐点"的到来时间,并从劳动力数量和质量方面分析了劳动力红利现状。最后对欠发达地区如何顺利跨越拐点、打造"双型"劳动力红利提出了政策建议。

The phenomenon of ＂labor shortage＂ in China has become more and more acute in recent years, aproblem which has been spreading from the developed coastal regions to the less developed inland regions.Whether the Lewis Turing Point is upon us is the subject of much discussion and policy attention. Althoughthere is still no agreement on whether we are already faced with the Lewis Turning Point, some regions have al-ready been thinking about how to deal with this problem. This paper discusses the rewards that can be had inremoving barriers to labor mobility in underdeveloped provinces, based on the case of Guizhou Province. Bycomparing calculations based on the multiple characteristics index, the paper forecasts the arrival of the LewisTurning Point for Guizhou, and analyzes the labor benefits from the quantity and quality aspect. Finally, thepaper provides some advice on how underdeveloped regions can smoothly cross the Lewis Turning Point and takeadvantage of labor benefits.
