国家腐败治理的逻辑起点是维护国家治理的有效性,中国的腐败治理不仅是当代中国国家治理越来越重要的组成部分,而且与国家治理体系转型构成一种相互需求的共生关系。腐败治理体系的目标定位是推动国家治理权威、秩序与活力的有机统一。当前改革党的纪律检查体制,必须按照中国特色腐败治理体系的内在逻辑,破解认识上的误区,理清有关整合反腐败专门机构、纪委与同级党委之间的关系、上下级纪委之间的关系这三个关键问题。

The logical starting point for combating the country＇s corruption is to ensure the effectiveness of coun-try governance. Combating corruption in China is becoming a more and more important part of governing thecountry, also it is forming symbiotic relationship with the national governance system for reciprocal demand.The target of the anti - corruption system is to promote the unity of national governance authority, order and vi-tality. At present, the reform of the discipline inspection system should follow the logic of the anti - corruptionsystem with Chinese characteristics in order to eliminate misunderstanding and clarify clarifying three key is-sues, namely, integrating anti - corruption agencies and defining the relationships between discipline inspectioncommissions and Party committees at the same level, and between discipline inspection commissions at differentlevels.
