我国疾病预防控制专业防治站所经费保障现况分析

摘要 目的:定性定量分析我国(大陆地区)疾病预防控制专业防治站所的经费保障现况,为明确其定性定位、并建立合理的经费保障机制提供依据。方法:调查2010年我国28省1 047家各级专业防治站所的经费来源情况、机构基本支出状况等。结果 :(1)现阶段,我国以公共卫生服务为主兼顾公益性治疗的专业站所机构占多数(占70.4%);(2)2010年全国各级专业站所获得的经常性经费投入占机构基本支出的比例仅为32.4%,距政府全额保障差距较大;(3)机构总收入中服务收入所占比例为57.3%,对服务收入的依赖性仍然较强。结论:我国专业防治站所的经常性维持经费保障机制仍未健全,存在"以治养防",影响了公共职能的落实,因此,亟需完善和理顺机构的运行补偿机制。 Objective:To analyze the present financial status of professional stations for disease control and prevention qualitatively and quantitatively in China and to provide the base for the orientation and characteristic of professional stations and a more reasonable compensation mechanism in the future. Methods:A total of 1 047 professional stations at three levels from 28 provinces were investigated for their financial resources and expenditure status. Results:(1)Totally 70.4% of the professional stations paid more attention to public health services than therapeutic services nowadays.(2)The government financial subsidies only accounted for 32.4%of basic expenditure of professional stations in 2010.(3)The proportion of therapeutic services in total revenue of professional stations was 57.3%,which indicated the maintenance of professional stations mainly depended on service revenue. Conclusion:The compensation mechanism of professional stations in China is still not perfect. The phenomenon of “therapeutic services supporting public health services”has greatly affected the normal work of professional stations. It is necessary to improve the current financial mechanism.
