浅议我国疾病预防控制专业防治站所补偿机制

A brief discussion on the compensation mechanism of professional stations for disease control and prevention in China

在对我国疾病预防控制专业防治站所进行合理定位与定性的基础上,理顺其运行补偿机制:(1)对于整个机构的人员经费、基本建设经费等应由政府全额保障;(2)对于公共卫生服务实行项目管理,财政全额保障;(3)对于公益性治疗服务实行"总额预付+按病人按年度付费",合理控制医疗费用,探索建立病人自付、医保、政府财政三方共同支付的埋单机制,从而保障专业站所公共服务的提供,使机构的公益性和社会性得以体现,保障全民享有公共卫生保健服务。

This article aims to give some suggestions on adjusting the compensation mechanism of professional stations：（1）The personnel expenses and basic construction funding of professional stations should be fully guaranteed by the government.（2）The public health services should be conducted as the form of project management and also be fully guaranteed by the government.（3）The therapeutic services should adopt the paying model of“global budget and annual capitation by patients”to control the medical costs reasonably,and the co-payment mechanism by patients, medical insurance and government should be established. The above suggestions could guarantee the universal access to public health care services provided by professional stations.
