Understanding the Strategic Task of Deepening Reform of Cultural System

对于党的十八届三中全会确定的完善文化管理体制、建立健全现代文化市场体系、构建现代公共文化服务体系、提高文化开放水平等方面进一步深化文化体制改革的战略任务,应该根据十八届三中全会的精神,破除体制内一些思想观念障碍,从全面深化改革的大局出发,增强推进改革的信心和勇气,着眼于改革的系统性、整体性和协同性,重点从贯彻落实全面深化改革的总要求、构建有利于激发全民族文化创造活力的文化发展环境、完善文化体制改革的顶层设计、整体推进基础上的重点突破与"破"、"立"统一四个维度,尽可能全面科学准确地加以理解。

In the 3rd Plenary Session of 18th CPC Central Committee,the strategic task to further deepen the reform of the cultural system was adopted,which includes perfecting management system,establishing sound as well as modern cultural market system,building the modern system of public cultural services and improving the level of cultural opening-up.Accordingly,it is important for us to break the ideological barriers within the cultural system and strengthen confidence in the reform for the sake of deepening it nationwide.Our comprehensive,scientific and accurate understanding of the reform must be achieved through implementing the requirements of comprehensive reform,constructing cultural development environment conducive to the cultural creativity of the whole nation,developing the top-level design of the cultural system reform,and realizing unity between＂break＂and＂establish＂on the basis of systematic reform.
