摘要
借助扎根理论研究方法,从女性公务员个体在职业发展过程中的主观认识与感受出发,经过开放编码、主轴编码与选择编码三个步骤,归纳影响职业发展的因素,主要包括:职业发展的管理制度是女性公务员职业发展的基础与依据;职业文化氛围与社会性别导向决定女性公务员职业发展的精神动力与价值追求;个体社会性别意识与定位决定女性公务员职业发展的方向;职业发展的主观愿望与人力资本状态影响女性公务员职业发展的潜力;家庭支持资源是女性公务员职业发展的关键资源。促进女性公务员职业发展需要建立社会性别敏感的职业发展管理制度,建设社会性别平等的职业文化,激发女性公务员职业进取精神,提供女性公务员职业发展的托底服务。
Women civil servants are important forces in realizing the government's functions. Exploring the factors influencing their career development are helpful for the cultivation of the women civil servants. According to grounded theory methods of basic requirements and processes, based on the feelings of women civil servants in the process of career development and through open coding, axial coding and selective encoding, three steps summarize the factors that have an effect on career development, including: career development management systems are the foundation and basis of woman civil servants' career development; vocational culture and gender-orientation decide women civil servants' spiritual power and pursuits; individual gender awareness and positioning determine the direction of the career development; subjective desire and human capital status affect the potential for career development; family support resources are key resources to female civil servants career development.
