民办高校内涵发展以质量提升和结构优化为标志,注重学校核心竞争力与综合实力的增长。自20世纪70年代末以来,民办高校走过了非学历教育、高等教育自学考试、高等教育"国家学历文凭考试"、高等职业技术教育、普通本科教育、专业研究生教育的外延发展历程。当前,我国高等教育实现了从精英教育到大众化教育的历史性跨越,以规模扩张为核心的外延发展时代缓缓落下了帷幕。党的"十八大"明确提出"推动高等教育内涵发展",至此,民办高校进入从外延发展向内涵发展的转型期。民办高校内涵发展的基础在人才培养,龙头在学科专业建设,关键在科学研究,核心在师资队伍建设。为此,民办高校可采取合理定位、竞争优势、错位发展、人才强校和制度创新等策略,有效推进内涵发展。

Connotative development of non-governmental institutions of higher learning is marked by quality and structure optimi -zation, and focuses on the growth of core competitiveness and the overall strength .From the end of 1970s, non-governmental in-stitutions of higher learning has undergone the external development process of non -academic education , higher education self-study examination , higher education “national diploma examination”, vocational and technical education , general undergraduate education , and postgraduate education .China＆#39;s higher education has realized the historic leap from elite education to mass educa -tion, and the era of development based on the core of scale expansion has gradually come to an end .The Eighteenth National Congress of the CCP made it clear to promote the connotative development of higher education and non -governmental institutions of higher learning has entered the transition from external to connotative development where personnel training , subject develop-ment, scientific research, and teaching team building are the basis and key elements .Non-governmental institutions of higher learning can use effective strategies such as appropriate positioning , competitive advantage , etc to promote their connotative de-velopment.
