摘要
高校人事代理制度在解决效率问题上已实现政策的预期目标,但由于政策文本自身的局限和政策控制环节的缺失,加之部分高校与人才服务机构对相关政策执行不力使该制度继续顺利推行受到一定程度的阻滞。通过对两级政府出台的相关政策文本进行具体分析,并结合对L省35所实施该制度的高校实地调研的情况,可以从政策分析的视角来研究推行该制度过程中衍生的问题。遵循政策"输入——转换——输出"的系统模型来建构逻辑框架,明确人事代理制度适用性边界问题,形成机制化的政策控制管理体系,有助于我国高校人事代理制度的政策完善和优化。
College personnel agency system has achieved its expected policy target in solving efficiency problem.However,due to the limitation of the text itself and the lack of control as well as the poor enforcement of the policy in some universities and personnel service,the further implement of the policy is hindered to some degree.The existing problems are for the first time analyzed from the perspective of policy analysis based on the relevant policy texts issued by two-level government and on the survey of 35 colleges and universities in L province implementing the personnel agency system.The policy system model of "Input to Transformation and to output" is employed to construct a logical framework so that the application limit of personnel agency system is clarified and a management system of policy control is formulated.
