On the Operation Logic Theory about the Cultural Governance

党的十八届三中全会提出国家治理体系要加强党委领导,发挥政府主导作用,实现对社会的综合治理。这引发了学者对国家治理体系现代化以及治理能力的相关思考。文化作为一种软性的治理手段,虽然并非是现代社会的常规国家治理方式,但却在中西方传统社会至现代社会中发挥着重要的作用。笔者从国家治理中的文化因素入手,考察文化引发治理困境、促进治理转型、达成治理优化的运行逻辑。

The third plenary session of the 18 th says that the national governance system should put forward to strengthen party committee leadership,government＇s leading role to realize the comprehensive governance of the society.This view sparked the scholars for five comprehensive governance composed of political,economic,cultural,social and ecological governance.Among them,the culture as a means of social governance,although is not the conventional way of social governance of modern society,but plays an important role in Chinese and western traditional society to modern society.The author,discusses from the perspective of the cultural factors in social governance,talks about the transformation of social governance caused by cultural factors,to achieve the logic of the social governance optimization.
